Theres a brute force way of sharing a playlist from iTunes without iCloud Music Library. You can go to File > Library > Export Playlist. From there, you can save it as an XML file that your recipient will then have to import. And they have to have all the songs in their library.

Kirk McElhearn wrote this method up for Macworld back in 2011. Im pretty sure he had to ride a dinosaur to work in those days, but his instructions still work today.
See What Your Friends Are Listening To
To see and play music that your friends are sharing, go to Listen Now, then scroll down to Friends Are Listening To.
To see a specific friend’s profile, go to your profile, then tap their photo under Followers or Following. From here, you can see their shared playlists and what they’re listening to.

What Is Apple Music Voice Plan
Simply put, with Apple Music Voice Plan, you can access all of Apple Music, but you can only do so by voice control. In other words, you have to play music through a Siri-enabled device, such as a HomePod Mini, AirPods, or an iPhone. With an Apple Music Voice Plan subscription, you can ask Siri to play anything in the Apple Music library – including full albums, individual songs, and Apples playlists. There is no limit on song choice or the number of skips available.
Family Plan Isn’t The Best Friend Plan

Apple Music’s family plan costs $15 a month and gives up to six different users access to the service. Unfortunately you can’t simply invite whoever you want as long as he or she has an Apple ID.
In order to use the Apple Music family plan, you’ll need to have Apple’s Family Sharing service set up.
That means whoever you add to your Family Sharing account will be able to charge apps, movies and whatever else Apple sells on the iTunes store to the default payment method. It’s cost effective if you’re setting it up for your immediate family, but it’s probably a bad idea to use Family Sharing with that new roommate you found on Craigslist.

Home Sharing is a great way to sync all the Apple devices in your home, but what about syncing with the people in your life? Thats where Family Sharing comes in.
First, lets make a quick distinction. Home Sharing is about syncing media between devices, whereas Family Sharing is about sharing purchases between accounts. With Family Sharing, you can sync your purchases on the App Store, Apple TV, and even Apple Music with five other accounts be they friends or family.
To set up Family Sharing on Apple Music, you will have to switch to the Family Plan. Thats $15 a month, up from the $10 for the Individual account. Each person then gets their own profile on Apple Music, where you can send them playlists and songs as well as see what they are listening to.

How To See What Friends Are Listening To On Apple Music
Your friends music shows up right in the app.
Back in the main Music app, head to the For You section again. This is where youll see what your friends are listening to. This is where, for instance, I discovered just how much love our Cult of Mac editor Lewis Wallace has for ZZ Top and Blue Öyster Cult.
If you want to stalk a particular friend, then head back to your profile page, and tap the icon for that person. Youll see a new page, showing you what they have recently listened to, and any playlists they have shared. This is where I found out that another Cult of Mac writer, Chris Ward, has surprisingly good music taste.
Finding Friends’ Shared Playlists On Apple Music
From then on, you’ll find friends’ playlists taking precedence atop the playlists section of your library, alongside any Apple curated collections. The name of the playlist will be there, along with the name of your friend. Once added, it’ll function in much the same way as Apple’s own playlists, updating in your library when changes are made by your friend.
You can revisit your profile any time by tapping your profile picture in the top right of “For You,” and here you’ll see your shared playlists, content you’ve listened to recently, followers, and following. Tap the “Edit” button to customize items like your profile picture, name, username, follower permissions, and reorganize shared playlists.
If you ever change your mind about sharing a playlist , tap on the playlist in your library, tap “Edit” in the top right corner, then toggle off “Show on My Profile and in Search.” You can follow these same steps for adding a new playlist onto your profile whenever you create a new collection of songs.

How To Share Playlists In Apple Music
When you create a playlist, you can choose whether to make it public.
When you first start Apple Music Friends sharing, you are prompted to pick who can see what youre listening to, and which of your playlists you want to share. You can also toggle the Listening To feature, which displays your current and recent tracks to friends. You can edit this section at any time by tapping the ellipsis next to your profile icon, and tapping Edit Profile. I like to share one single playlist, with just one song in it: Never Gonna Give You Up by Rick Astley.
To share/hide any of your existing playlists to/from you profile, just find the playlist as usual, tap edit, and toggle the Show on My Profile and in Search switch.
Apple Music Friends might not be the new Facebook, or even the new HoffSpace, but it has its uses aside from stalking, of course. If you have a friend with great music taste, you can learn about new music from them. And you can also us it as a way to actively share playlists with groups of friends. Hide Music From Your Followers
Tap Listen Now, then tap or your profile picture.
Touch and hold the playlist or album .
Tap Hide from Profile.
The listening history for this item wont appear in your profile or be visible to the people who follow you. If you dont want your followers to see any of the music you listen to, tap Edit on the profile screen, then turn off Listening To at the bottom of the screen.
Respond To Follow Requests

You can allow everyone to follow you, or just people you choose. You receive follow requests only if you choose who can follow you.
Tap Listen Now, then tap or your profile picture.
Tap View Profile.
Tap Edit, then tap People You Approve if you want to be followed only by people you choose.
Tap Follow Requests, then accept or decline the requests.
You may receive follow requests in other waysas a link in an email or a text message, for example. To accept, tap the link.

How To Update Your Apple Music Profile
Your profile is visible and accessible on most pages in Apple Music. Follow these steps to set up and customize it.
Open the Music app and tap Listen Now at the bottom of the screen.
Tap the Account button at the top of the screen. It’s the silhouette of a head with a circle around it.
Select See What Friends Are Listening To.
Tap Get Started.
Tap the camera icon to take a profile picture or choose one from your Photos app.
Tap Continue to Find Contacts to move on.
The nickname can’t include spaces, but you can put in an underscore in place of one.
The next screen shows your contacts who are currently sharing their information on Apple Music and ones who are on the platform but don’t have profiles.
Tap Follow next to your friends’ names to share music with them and see theirs, or tap Invite to ask other contacts to create profiles of their own.
Tap Next to continue.
The next screen contains privacy settings. Tap to select whether anyone can follow you or just people you approve. You can also use the lower switches to decide when Apple Music will notify you with friend recommendations or show you in other people’s.

If you’ve created playlists on Apple Music, the next page lets you share them with your contacts.
Select Next.
Finally, you can decide whether to receive notifications when you get new followers or when artists you like have new music.
